The Roll of Distinguished Philatelists

– The new 2020 signatories

An invitation to sign the Roll of Distinguished Philatelists is the highest and most prestigious honour in philately, which recognises achievement, research, publication and service in many areas of philately. The Roll was instituted in Harrogate in May 1921 and the signature of His Majesty King George V appears at its head as the first signatory. In its design, it contains the names of 42 so-called “Fathers of Philately”, names of great philatelists who would have been invited to sign had they been alive at the time. At the first ceremony in Harrogate the signatures of the initial 39 names were added to the Roll.

This year’s signing ceremony, on the occasion of the 100th anniversary of the establishment of the Roll, will take place from 6pm on Monday 4th May 2020 at The Royal Philatelic Society London, 15 Abchurch Lane, London EC4N 7BW during the London 2020 international philatelic exhibition. Attendance at the ceremony is encouraged and open to all. The new signatories join 81 other current RDPs from 24 countries spread over six continents. At the annual meeting of the Board of Election of the Roll of Distinguished Philatelists on 5th March 2020 it was unanimously agreed that the following five philatelists be invited to sign the Roll:

Michael M. Y. Ho, RDP, FRPSL (Chinese Taipei)

Michael Ho has been active in Taiwanese and Asian philately for many years. He was an executive member of FIAP (Federation of Inter-Asian Philately) since the mid-1990s, including being secretary general from 2005 to 2009, and today remains an honorary member. He has been a Jury member at many international exhibitions and was FIP co-ordinator for the Bandung 2017 World Stamp Exhibition. He has also participated on the expert teams at several exhibitions.

Michael has formed several significant collections, with his collection of China Small Dragon issues winning the Grand Prix International in Bangkok 2003 and the Grand Prix d-Honneur in St. Petersburg 2007 and his book China: The Small Dragon awarded a large gold medal and special prize in Bandung 2017. Others of his collections, including the postal stationery of Nicaragua, the American Bank Note issues of Bolivia, and the postal stationery of Honduras received high awards at exhibition.

2020年世界傑出集郵家

獲選為「世界傑出集郵家」是集邮界最高層級的荣誉 (這些集郵家將獲邀至英國參加慶祝活動，並於「世界傑出集郵家」羊皮卷上簽名，永遠流傳於世)，此舉是用來表彰集邮家的集郵功績、郵學研究、文獻出版和郵會服务等领域傑出的表現。這張「世界傑出集郵家羊皮卷」最早於1921年5月在英國哈罗盖特（Harrogate）製作，英國國王乔治五世是首位签署者。第一張羊皮卷外框設計圖由42位所谓的“集邮界教父級人物”芳名構成，如果当时這些集郵家仍然在世，也将被邀请在羊皮卷上落款。在哈罗盖特举行的第一次表揚仪式上，共有39位集郵家入選。

何沐源先生多年來于臺灣和亞洲集郵界相當活躍。自1990年代中期以來，他一直擔任亞洲集郵聯合會（FIAP）執委會成員，2005年至2009年擔任秘書長一職，目前為榮譽會員。他曾在許多國際郵票展覽中負責評審工作，並曾擔任「萬隆2017年世界郵票展覽」國際集郵聯合會（FIP）協調員。他還是多次郵票展覽專家組成員。

何沐源先生編組許多個重要展集，他的《中國：小龍郵票》獲得「2003年曼谷世界郵票展覽」國際大獎賽和「2007年聖彼德堡世界郵票展覽」榮譽大獎，他的專書著作《中國小龍郵票》於「萬隆2017年世界郵票展覽」獲得大金牌獎暨特別獎。他的其他收藏還包括尼加拉瓜郵政用品、美鈔公司印製的玻利維亞郵票、和洪都拉斯郵政用品，這些展集都曾在國際郵票展覽中獲得不錯的獎項。

在1946年，何先生出生於印尼雅加達。他與家人於1960年遷徙到臺灣。在此；他接受高等教育，並於1969年由國立臺灣大學畢業。在十一歲的那一年，他被美麗的印尼花卉郵票所吸引，而開始集郵。從此；他由郵局櫃檯購買每一套新發行的郵票，直至大學畢業。

Mr. Ho was born in Jakarta, Indonesia, in 1946. His family migrated to Taiwan in 1960, where he pursued his higher education and graduated from the Taiwan University in 1969. He began collecting stamps at the age of eleven, as he was attracted to the beautiful Indonesian flower stamps. He had since been purchasing new issues over the counters at the post offices until he graduated from the University.

何先生在1980年加入中國集郵協會，並開始逐漸形成了他日後榮獲大獎的郵集｢中國：小龍與其改值票｣。他第一次嘗試國際郵票展覽是在吉隆玻1992（FIAP）。｢中國：小龍與其改值票｣被授予鍍金牌。之後；他以此郵集參加亞洲與世界級郵票展覽會獲得多項殊榮，如：曼谷1993（FIP）大鍍金牌，新加坡1995（FIP）金牌，台北1996（FIAP）大金牌，Indepex 1997(FIP）大金牌，曼谷2000（FIAP）大金牌與特別獎，香港2001（FIAP）大金牌與國家大獎，曼谷2003（FIP）大金牌與國際大獎，華盛頓2006（FIP）大金牌，聖彼德堡2007（FIP）大金牌與榮譽大獎。

Mr. Ho joined the Chinese Taipei Philatelic Society in 1980 and started to form his subsequent prize-winning collection, entitled “China: The Small Dragon and It’s Surcharges.” His first attempt in the international stamp exhibition was at Kuala Lumpur 1992 (FIAP). His exhibit was awarded Vermeil, and then he continued to participate in the following stamp exhibitions, namely Bangkok 1993 (FIP) Large Vermeil, Singapore 1995 (FIP) Gold, Taipei 1996 (FIAP) Gold, Indepex 1997 (FIP) Large Gold, Bangkok 2000 (FIAP) Large Gold with special prize, Hong Kong 2001 (FIAP) Large Gold plus Grand Prix National, Bangkok 2003 (FIP) Large Gold plus Grand Prix International, Washington 2006 (FIP) Large Gold, and St. Petersburg 2007 (FIP) Large Gold plus Grand Prix d’Honneur.

Mr. Ho has also been an enthusiast in collecting specialized philatelic items of countries, such as Nicaragua, Bolivia, Netherlands Indies, Honduras, etc. His collection of “Nicaragua Postal Stationery” was awarded Large Vermeil plus special prize at Bangkok 2000 (FIAP), Gold plus special prize at Hong Kong 2001 (FIAP), Large Gold plus special prize at Indepex 2000 (FIAP), Large Gold at St. Petersburg 2007 (FIP), and Large Gold at Bangkok 2010 (FIAP), respectively. His collection of “Bolivia: The 19th Century American Bank Note Postal Issues” was awarded Vermeil at Indipex 2011 (FIP) and Gold at Australia 2013 (FIP), respectively. His collection of Netherlands Indies Postal Stationery “King William III” was awarded Gold at Hong Kong 2015 (FIAP). The other exhibits, like “Honduras Postal Stationery” and “Netherlands Indies Queen Wilhemina and It’s surcharges 1933-1949,” will participate in future exhibitions when ready.

從1996至2005年，何先生當選為亞洲集郵聯合會(FIAP)行政會議成員，在2005至2009年間被推舉為FIAP秘書長，在2009和2013年間當選為FIAP副會長，從2013年至今，他一直是FIAP榮譽會員。何先生曾先後被任命為曼谷2007、曼谷2010與沙迦2012亞洲郵票展覽會協調員。自1994年以來，他是FIAP認可的評審委員，從1999年開始，他也榮任FIP國際評審委員。

Mr. Ho was elected as an FIAP Exco Member between 1996 and 2005, the FIAP Secretary General between 2005 and 2009, the FIAP Vice President between 2009 and 2013, and has been an FIAP Honorary Member since 2013. He was appointed as the Coordinator for Bangkok 2007, Bangkok 2010 and Sharjah 2012 of FIAP Asian International Stamp Exhibitions, respectively. He has also been an accredited FIAP juror since 1994 and FIP juror since 1999.

目前：何先生為中華集郵團體聯合副會長，同時榮任倫敦英國皇家集郵協會及中國集郵協會會士等殊榮。

Presently, Mr. Ho is the Vice President of Chinese Taipei Philatelic Federation and Fellow of the Royal Philatelic Society London and Chinese Taipei Philatelic Society, respectively.

邮坛巅峰

俄羅斯為慶祝第一枚郵票發行150周年，於2007年6月19日至25日在俄羅斯第二大城聖彼得堡舉行Saint-Petersburg 2007世界郵展，展覽場地位於市中心的Manege Exhibition Hall。該郵展獲國際集郵聯合會(FIP)贊助舉辦，屬於一般性世界級郵展(“General World Stamp” Exhibition)。

To commemorate the issuance of her first postage stamp 150 years ago, Russia organized a World Stamp Exhibition in her second largest city of St. Petersburg from June 19 to June 25, 2007. The Saint-Petersburg-2007 was held at the Manege Exhibition Hall, located in the downtown of St. Petersburg. This general world-class stamp exhibition was granted Patronage by the Fédération Internationale de Philatélie, FIP.

我國資深集郵家何沐源先生以小龍郵集(China: The Small Dragon and Its Surcharges)，在世界郵展冠軍類(FIP Championship Class)12部頂尖郵集的激烈競爭之下，脫穎而出，贏得競賽類郵集最高獎項─冠軍類榮譽大獎(Grand Prix d'Honneur)，也就是集郵人士所稱的「冠軍的冠軍郵集」，這是我國集郵家首次獲得這項殊榮。

The exhibit of our senior philatelist Mr. Ho Mu-Yuan, entitled “China: The Small Dragon and Its Surcharges,” as represented by its title page in Fig. 1, was one of the twelve world-renowned exhibits competing in the FIP Championship Class, and “China: The Small Dragon and Its Surcharges” was awarded the Grand Prix d’Honneur, or the “Champion of Champions” as honorifically titled by the fellow philatelists. Mr. Ho was also the first philatelist of our country to receive this honor.

參加FIP Championship類競賽的展品資格，依據FIP郵展一般規則(GREX)規定，只限於過去10年曾在FIP世界郵展獲得3次大金牌的郵集，獲得三大獎（國際大獎、國家大獎、全場最佳獎）也作一次計算，一年獲得兩次以上，只計一次。FIP理事會每年年終會整理出一份FIP Championship類合格展品清單，展出者可以在10年內任選5年參加FIP Championship類的競賽。冠軍類榮譽大獎的獎品是一件珍貴的藝術品。另外附帶一提的是，一部展品在獲得榮譽大奬或已參加5次FIP Championship類競賽後，就只能參加非競賽的展出了。

According to G.R.E.X., or the General Regulations of the FIP for Exhibitions, participation in the FIP Championship Class is restricted to exhibits which have been awarded Large Gold Medals in FIP World Exhibitions in any three separate years during the previous ten years. A Grand Prize, which is either Grand Prix Nationale, Grand Prix Internationale, or Grand Prix d’Exposition, counts as a qualifying medal. This implies credit may be taken for only one Large Gold Medal or one Grand Prize per year. A list of the qualified exhibits eligible for competition in the FIP Championship Class is prepared at the end of each year by the FIP Board. A qualified exhibit can then compete in the FIP Championship Class for any five calendar years of the exhibitor’s choice within a span of ten years, once the exhibit becomes eligible. The trophy for Grand Prix d’Honneur is a precious artwork, or the so-called objet d’art, as shown in Figure 2. Moreover, the exhibit, which has been awarded the Grand Prix d’Honneur or participated in five FIP Championship Class competitions, may only be shown in the non-competitive classes by invitation only.

何沐源先生的小龍郵集分別於1997年印度世展、2003年曼谷世展和2006年華盛頓世展獲得大金牌，2006年底剛取得參展資格，2007年首次參加就贏得榮譽大獎，真是我國郵壇之光。

“China: The Small Dragon and Its Surcharges” of Mr. Ho had been granted Large Gold Medals in the World Stamp Exhibitions of Indepex ’97, Bangkok 2003, and Washington 2006, respectively. This also implied the exhibit was qualified by the end of 2006, and it received the Grand Prix d’Honneur in its first entry to the FIP Championship Class of competition in 2007. Mr. Ho is truly the role model of Chinese philately.

冠軍類榮譽大獎的產生與一般展品的評審完全不同，係由評審委員會主席團針對FIP Championship類展品，挑選數部候選票品，由全體評審委員以無記名方式投票產生。此次世界郵展FIP Championship類的展品共12部，評審委員會主席團挑選出：(一)我國的何沐源先生的China: The Small Dragon and Its Surcharges；(二)美國 Mr. Asimakopulos, Nicholas的 Greece: Large Hermes Heads 1861-1886；(三)義大利 Mr. Imperato, Saverio的 Papal States：(四)美國 Mr. Kramer George的 United States Domestic Mails 1776-1869等4部展品由全體評審委員會票選，投票完成後將選票封存，於頒獎晚會上當場評票，並公佈冠軍類榮譽大獎得主。

The exhibits in the FIP Championship Class, comparing to those in other competitive classes, are judged differently. Firstly, the Jury Presidium shall select those exhibits which may be considered for the award of Grand Prix d’Honneur. Nevertheless, all jury members also have the right to propose additional candidates. Secondly, the award shall be carried out by secret ballot of the full jury. In the event of a tie, the vote of the President of Jury is decisive. Lastly, the candidates for all Grand Prizes shall be announced immediately upon completion of jury work. In Saint-Petersburg-2007, there were a total of 12 exhibits in the FIP Championship Class, and the Jury Presidium chose four of them, namely “China: The Small Dragon and Its Surcharges,” of Ho Mu-Yuan of Chinese Taipei, “Greece: Large Hermes Heads 1861-1886,” of Nicholas Asimakopulos of the United States, “The Papal States,” of Saverio Imperato of Italy, and “United States Domestic Mails 1776-1869,” of George Kramer of the United States. Untraditionally, the ballot was sealed, and the votes would be counted at the Palmares. Until then, the winner of Grand Prix d’Honneur should be announced.

Saint-Pertersburg 2007聖彼得堡世界郵展頒獎晚會於6月24日晚上7點在聖彼得堡著名的 Ethnographic Museum舉行，晚會的重頭戲當然是揭曉冠軍類榮譽大獎花落誰家？主辦單位貼心的在會場兩邊設置多部大型的液晶螢幕，實況轉播開票和計票的過程，讓與會來賓都能清楚看到整個過程。開票和計票工作係由評審委員會秘書 Mr. Sato Koichi負責，另有二位評審負責監票，當計票結束，由本次世界郵展顧問鄭炳賢先生宣佈冠軍類榮譽大獎的得主為何沐源先生那一刻，現場響起熱烈的掌聲，祝賀聲不斷。

The Palmares of Saint-Petersburg-2007 was held at the famous Ethnographic Museum in the evening of June 24. The highlight of the evening was, of course, the announcement of the winner of the Grand Prix d’Honneur. The Organizing Committee had mounted two gigantic LCD monitors, one at each side of the dining hall, for focusing on the award presentation live. The whole vote counting process was supervised by the Secretary of the Jury Committee, Mr. Sato Koichi, together with two other jury members. Finally, the FIP Consultant for the World Stamp Exhibition, Mr. Tay Peng Hian announced the winner of the Grand Prix d’Honneur was Mr. Ho Mu-Yuan. This met with loud applause in the audience.
