Why

significant

It was designed to help placate southerners who felt that their way of life was being jeopardized by northern abolitionists. While the law seemingly denied sanctuary to slaves in the north, the obligation of northern authorities to provide assistance was often just superficial.  Many turned a blind eye to the “Underground Railroad.”  Though others did not.
