Some U.S. officials were convinced that the seizure was part of a larger communist-bloc offensive, since exactly one week later, communist forces in South Vietnam launched the Tet Offensive, the largest attack of the Vietnam War. As a result, the Johnson administration resorted to quieter diplomatic efforts to resolve the Pueblo Incident.

On December 23, 1968, the U.S. and North Korean reached an agreement to solve the crisis: the U.S. admitted the ship’s intrusion into North Korean territory, apologized for the action, and pledged to cease any future such action. North Korea subsequently released the American hostages.

President Lyndon B. Johnson appeared powerless to free the captured crew and ship, as the negotiations to free the crews of Pueblo dragged on for 11 months. Combined with the fact that the public perceived that the Vietnam War was being lost, the Pueblo incident became a blow to Johnson's credibility, and led to a serious faltering of Johnson’s popularity.
