这个句子是双否定吗?…few who would not want…?

难道是“很少有人不愿意挣超出最低生活费的钱”吗?换句话说就是:“所有的人都愿意挣超出最低生活费的钱”。这样理解可以吗?

有人认为这是另外一个结构:not…more than…。先看两个例子:
1. John is not better than Tom. 约翰不比汤姆好。

2. I have not taken more than six courses this semester. 我在本学期的选课不多于六门。

根据这两个句子结构来看,上面的那句话,是不是应该是“很少有人愿意挣跟最低生活费差不多的钱”呢?
