东京备忘录五月份PSC检查情况如下表,需要大家注意的是:
1. 得益于远程检查的开展,本月我国检查量(345艘次)和滞留量(12艘次)持续攀升,从澳大利亚手中抢回了第一的位置,可喜可贺。
2.本月滞留高发国家是:中国(14艘次,包括香港2艘次)、澳大利亚(6艘次)、俄罗斯(5艘次)、韩国(3艘次)、日本(2艘次)、加拿大(2艘次)。
3.本月与2020年比,检查量上升437艘次,滞留增加一艘,逐步摆脱疫情的影响。
与2019年同期相比,检查量下降1223艘次,滞留量下降55艘次,受疫情影响依然较大!
4. 滞留船舶分布情况如下表,呈现以下特点
1)高滞留风险港口通报:上海、光阳、釜山、黑德兰、青岛、大连、海参崴、纳霍德卡!
2)我国的滞留三强是上海(2艘次)、青岛(2艘次)、大连(2艘次),上海港目前正在开展操作性集中检查活动,靠泊上海港的朋友需要加强迎检训练,参考:上海局的专项检查又来了……
3)俄罗斯5艘次滞留,有3艘滞留出自纳霍德卡,两艘出自海参崴。
据前方战报,这两个港的PSCO是甲板出身,擅长检查驾驶台设备、海图、航路设计、救生艇等,多项缺陷后往往归结为体系执行不到位,然后滞留船舶。
前往该港的船舶,甲板工作的朋友应做好充分训练。本月其中一艘船舶因为连续概要记录Form 2不在船被滞留。
4)韩国釜山港PSCO是甲板出身,专注舱盖和系固装置多少年,前往该港的船舶,应稍加注意。
5月26日,一艘集装箱船因为缺陷:Hatch cover for 26 bay port side substantially deformed and broken, closing devices(cleats) for all hatch covers too rusted and stuck, some cleats(4 EA) among 32 EA missing 被滞留。
5)韩国光阳港一直是滞留大户,PSCO擅长检查消防报警装置、速闭阀测试、应急发电机供电测试、救生艇释放装置等,不喜欢开具体系缺陷。
6)日本PSCO加强对桅灯的检查,5月10日一艘小散货因为桅灯和尾灯互用而被滞留-- Masthead light (Fore, Aft) – Not complied with COLREG (Stern light type was fitted to the position)

7)东南亚很少滞留船舶,特别是越南。
5月17日,越南PSCO大显身手,将一艘1987年建造的老船ALICA(8600868)滞留名下,不可否认,船很破。
可惜的是,一出手就错了,一张报告写了3个体系缺陷,PSCReady的老粉都知道原因,PSCO如果被复议肯定要败诉的,不知道船东晓不晓得……
9.滞留缺陷举例(整理自各船级社和公众号,实际情况可能有出入,与本平台无关)
1)Ship discharge total 0.03m³ food waste(CAT.B) at position LAT38-29.9N/LONG.121-01.4E 2000LT 01st May 2021 and 2.3m³ animal carcasses(CAT.G) at poisition LAT.39-19.3N/LONG.120-13.7E 0700LT 28th Arp. 2021.The two mentioned positions is in inside of China inner sea.
(2021年5月1日,船舶在中国内海(北纬38°29.9′东经121 °01.4′)排放0.03m³食品废弃物;2021年4月28日,船舶在中国内海(北纬39 °19.3′东经120 ° 13.7′)排放2.3m³的动物尸体。)
这一项不仅要滞留,还要罚款的!
应该是由于船员对于“最近陆地”概念产生了理解错误而导致污染物的违法排放。

2)Crew is not familiar with garbage management prosedure on board(船员不熟悉船上垃圾处置程序)
Garbage record book: Not recorded.(垃圾记录簿未记录)
PSCO对程序的检查一般是先询问,后查看实际垃圾处理,然后确定船员是否熟悉处理程序。
对于垃圾的处理,比较聪明的做法是:严格按照垃圾管理计划处理和记录,错了有公司ISM办公室承担,跟船员没一毛钱关系,如果自作主张,错了是船员的责任……
3)At inspection emergency generator operation found defective. It would not connect to switchboard(S74/CII-1/R43)
应急发电机不能向配电板供电
At the time of the inspection one of the vessel main generators reported by master as inoperable, the remaining two found in an unsafe condition and posed an immediate fire and safety risk due to oil and water leaks.(S74-1/CII-1/R41)
PSC检查期间,船长报告一台发电机故障,另外两台漏水、漏油,存在失火的安全隐患。
4)At the time of inspection port and starboard lifeboat steering systems found defective.(LSACode/N4.4.7 (S74-16))
PSC检查期间,左舷和右舷救生艇舵故障。
5)Main fire line on main deck pouring/leaking and few fastners are not enough length. Class carried out testing of the pumps and pipe line and found in order.(Solas74-24/CII-2/10.2)
甲板消防管线泄露,并且连接法兰螺栓尺寸不足,但是船级社的测试和检验报告却是完好的。
根据PSC的描述,这一项是要追究船级社责任的,各位验船师无论有没有来自外界的压力,请都不要放水,被追究责任丢的是自己的饭碗,扣的是自己的奖金。
6)Mulitple cabin have loose electrical wires, junction boxes and power bars. Loose electrical wires spliced and tapped and being used for appliances. Charging phones placed on beds. Portable appliances inclusive of electrical heaters placed/connected to portable wires in few cabins.(ISM related)( MLC 2006 / Title 4 / Regulation 4.3 / Std A4.3)
船员舱室电缆随意布置,违规使用电加热器和手机充电装置。
这种缺陷常见于小散、杂货船,以前PSCO开具这种缺陷不好找对应公约条款,MLC公约生效后,这种缺陷开起来,好容易、好爽!
7)Auxillairy boiler inspection doors leaking. Out of two one gauge glass does not show water lever. During testing of the safety valve by the chief engineer, popping arrangement for one came in hand. Other safety valve after testing did not seat fully causing steam /water to droplets falling. Video available. Class reported " Evidence of previous leakages found in 2 handholds, now cleaned and no leakage found. Gauge glass repaired and found functional, easy gear resecured and safety valve tested satisfactory. Due to running boiler source of leaks was not addressed. (ISM Related)( Solas/II-I/R3)
这个缺陷描述有点像老美的描述,比较长。
意思是:锅炉检查孔漏水,一个液位计不显示水位,两个安全阀,一个测试时不能复位,一个复位后存在漏水、漏气现象。维修后,船级社派人上来检验,检查孔、液位计、安全阀修复完好,但是由于锅炉一直在运转,漏泄问题尚没有彻底修复。
这个PSCO应该是新手或者过于谨慎,描述的比较拖沓,前一部分足够了,后一部分可能是想把责任撇给船级社。
8)Engine room lower platform and Auxillary engine floor plates dovoid of the fastners. Floor plates loose and moving up/down whilst walking. Corners of few plates raised and partially bent. Class reported " Deck plates two A/E platform and lower E/R platform now secured/bolted". Lower platform and purifier room securing of the plates was in progress at the time of rescinding the deficiency. Master and class was advised. (ISM Related)
机舱花铁板没有固定,船级社和船长被通告。
Oil leaks at steering flat to be attended. Oil leaking from the stb'd pump seal, tanks and other fittings. Class attended and reported minor leaks from the steering Stb'd pump. Advised to monitor and change oil seal if leaks increased. (ISM Related)(Solas 81/II-1/ R29)(Solas/II-1/ R 26)
机舱漏油严重,船级社检查后发现是从右舷舵机泵漏的,建议随机检测并更换油封。
这一条和上一条是同一个PSCO开具的,东京备忘录独一份,可见是个生手,通知船长没这权力,建议怎么修,外行话……
9)俄罗斯PSCO长期用以下两项缺陷滞留船舶:
All ENC charts for engaged voyage found not up-dated(SOLAS CHV, S74/CV/R27;)(预定航程的电子海图的ENC没有更新)
Existing numbers of maritime safety information for russian south part of region in which the ship engaged voyage not presented (coastal warnings vladivostok - bombing, gunnery exercises areas)(SOLAS ch. V, S74/CV/R34;)(纳霍德卡港军事区域未在海图标注)
这两项是这位纳霍德卡港胖子PSCO的杀手锏,各位海务提前做做功课,找代理要下材料,把这两个短板补齐。
10)加拿大PSCO开具滞留缺陷:
Engine Room Stbd Forward and Port Aft Fire Dampers observed not working(SOLAS Ch.II-2 reg 9.7.1)
机舱风机防火挡板故障
Emergency Fire Pump observed not delivering sufficient pressure. Vacuum pump observed not working(SOLAS Ch.II-2 reg 10.2.2.1)
应急消防泵真空泵不工作,无法建立压力。
Master instructed to investigate cause of loss of engine on approach to Watson Island Terminal as reported by Pilot, rectify defect and provide rectification report with Class documents before departure.
引水报告船舶在Watson Island附近失去动力,PSCO要求船舶在开航前提供经船级社认可的事故原因报告。
11)韩国PSCO开具滞留缺陷:
Hatch cover and closing device for cargo holds-hatch cover for 26 bay port side substantially deformed and broken-closing devices(cleats) for all hatch covers too rusted and stuck-lifting socket on hatch cover for 26 bay port side damaged and rusted-some cleats(4EA) among 32 EA missing(LL66/ANI/R16)
舱盖和系固装置变形,32个EA中,4个损坏。
12)香港PSCO开具的滞留缺陷:
No validate of document of compliance onboard, the interim of doc was expired on 14 April 2020(ISMC/S13;)
临时DOC过期,正式DOC无效。
Portable daylight signaling lamp was defective, it can't be switched on using battery or shipboard electrical supply mode(S74-24/CV/R19.2.2.2)
左舷白昼信号灯故障,在电池和船上供电模式下无法使用。
Air horn by manually pulling are not working during demonstration to PSCO(Res. A.1052(27)/A7/S3)
汽笛手动操作故障。
None of closing device at the aft (p and s) goose neck type air vent, engine room hatch cover hinges damaged and NO.1 ballast water tank vent head closing float valve with rubber sealing ring were missing(LL66/ANI/R19; LL66/ANI/R20;)
压载舱透气管自闭装置故障。
Lifeboat engine's start up battery was not available(S74-2/CIII/R20;)
救生艇无法使用电池启动
Plenty of oil was accumulated around main engines foundation bolts area(A.1052(27)/A7/S15;)
机舱聚集大量污油。
One of the fire hose with its connection located at starboard deck was found leakage seriously(S74-24/CII-2/R10.2.2;)

13)马来西亚PSCO滞留缺陷:
Sewage treatment plant fail to operate (trip when switch on)(M73/78/ANIV/R9.1)
启动生活污水处理装置时,发生跳电。
Oily water separator not available onboard(M73/78/ANI/R16.1, .4)
油水分离器不在船。
14)Escape route from E/R - none of two routes is continuously fire sheltered(S74-1/CII-2/R45)
机舱逃生通道没有防火遮蔽。
这个船不是造的不合格,就是PSCO理解有问题
