东京备忘录四月份PSC检查情况如下表,需要大家注意的是:
本月检查量较大的国家:中国、澳大利亚、日本、印尼、越南、菲律宾、俄罗斯、韩国。
本月滞留高发国家:加拿大(6艘次)、澳大利亚(13艘次)、中国(17艘次)、日本(12艘次)、韩国(4艘次)、印尼(3艘次)。
得益于远程检查的开展,我国滞留和检查量大幅攀升,五月有望进一步提高。
滞留分析
1)高滞留风险港口通报:上海、黑德兰、温哥华、川崎港、舟山、连云港
2)澳大利亚是传统滞留强国,各港口检查力度差不多,黑德兰尤甚,前往黑德兰请参考PSCReady老编往期推送:PSC迎检| 疫情期间,澳大利亚 最新 PSC迎检经历。
3)加拿大6艘次滞留,有4艘滞留出自温哥华,据前方战报,PSCO擅长检查机舱设备和劳工缺陷,并将大量缺陷归结到SMS执行不到位,前往加拿大的朋友,需要尤其注意。
4)日本的12个缺陷来自于10个港口,说明小日本的PSCO已经全面复工,各位不要大意。
5)韩国光阳港一直是滞留大户,PSCO擅长检查消防报警装置、速闭阀测试、应急发电机供电测试、救生艇释放装置等,不喜欢开具体系缺陷。
6)我国的滞留三强是上海(6艘次)、舟山(3艘次)、连云港(3艘次),以远程检查为主,前期PSCReady老编有过推送,大家参考:中国区,哪里远程滞留最凶?!
几条比较怨的滞留
1)巴拿马籍9163532,被日本PSCO滞留,一条劳工缺陷,管理公司是我国滴Dalian Ningyang International Ship Management Co Ltd,不是船况差就是没发工资,疫情如此,各位船员朋友不要去这家了。
2)新加坡籍9441685,被日本PSCO滞留,两项缺陷,从缺陷看是哪里被洞穿了,估计是船上装设备忘记堵洞了。
3)Togo籍9005637,被日本PSCO滞留,一条劳工缺陷,管理公司是我国滴Dalian Heyang Shipping Agency Co Ltd,不是船况差就是没发工资,疫情如此,各位船员朋友不要去这家了。
4)日本籍9409704,被日本PSCO滞留,一条劳工缺陷,管理公司是Unitra Maritime Co Ltd。
请注意,以上均出自日本PSCO,劳工零容忍!
滞留缺陷举例(整理自各船级社和公众号,实际情况可能有出入,与本平台无关)
1)rescue boat engine outboard motor defective. Engine idle speed adjusted too high preventing safe manoeuvring and control during rescue. Engine control devices disconnected. Factory idle setting rest stop screw not serviceable. 1 of 2 spark plug wires not as required. Non-approved fuel hose in use. Fuel line priming bulb defective.
救助艇舷外马达有缺陷。发动机怠速调得太高,在救援过程中无法安全操纵和控制。发动机控制装置断开。发动机怠速设置的止动螺丝无法使用。2根火花塞线中的1根不符合要求。使用未经批准的燃油管,燃油管道注油手泵有缺陷。
依据是:SOLAS Ch. III, S74-17/CIII/R20.3/6
2)(韩国PSCO)EPIRB - epirb out of order due to installed battery problem(应急无线电示位标因安装的电池问题而无法使用)
依据是:SOLAS Ch. IV, S74-5/CIV/R7.1.6
3)abnormal pictures in drill records were found (counduct on 08-03-2021 and 08-04-2021),and the rest hours record (feb.and mar.2021) of c/o and 2/o can not confirm whether they attented the drill or not. fire drill was conducted during inspection.the crew were found not familar with fire drill.1. crew not familar with dressing of fireman's outfit 2. only one jets of water was prepared during fire drill 3.relevant communication equipment not checked 4.lack of evaluation after drill.
(检查中发现演习记录中的照片(于2021年8月3日和2021年8月4日开展)不正常,并且C/O和2/O的休息时间记录(2021年2月和3月)无法确认他们是否参加了演习。现场演习中发现:1. 船员不熟悉消防员装备的穿戴 2.消防演习中只准备了一股水柱 3.没有检查相关的通讯设备 4.演习后缺乏评估。)
依据是:SOLAS Ch. III, S74/C III/R19
4)(加拿大PSCO)the bullying and harassment conditions observed on board during the inspection indicate that on board program for the prevention of occupational accidents, injuries and diseases are not adequate. the vessel is required to undergo an additional inspection by the flag state for the purpose of verifying that the ship continued to be in compliance with the requirements implementing the MLC 2006 Convention.(在检查中发现船上存在的欺凌和骚扰的情况,该情况表明船上预防职业事故、伤害和疾病的计划是不充分的。因此要求该船接受船旗国的附加检验,以验证该船是否能继续符合MLC2006公约的要求。
依据是:MLC 2006 Title 4, Art IV.1, Reg 4.3, Std A.4.3/1(A)/4
5)(加拿大PSCO)noticed that vessel running fire and g/s pump instead of emergecny fire pump. fire lines on deck leaking at expansion bellows. various hydrants and fire line drain valve pouring/leaking. other deficencies report to follow.(演习时使用消防泵和通用泵,没有使用应急消防泵,并且管线和接头漏水)。
6)(加拿大PSCO)NO. 1, 2 and 3 auxillary generators leaking oil. Insulation wet. Serious fire hazard.(1/2/3号发电机漏油,绝缘层有油,存在着火风险)
7)(加拿大PSCO)auxiliary boiler safety trips and alarms observed not operational. operation panel observed defective.(锅炉报警装置损坏,操作控制面板故障)
8)(韩国PSCO)fire detection and alarm system - smoke detection sys. out of order(failed to activate smoke sensor in e/r floor NO.1, 3 and passage FL. NO.3) - manual call point for fire alarm out of order(烟雾探测报警故障,手动报警点故障。依据是:S74-1/CII-2/R13)
9)(韩国PSCO)emergency quick closing v/vs for f.o tanks in e/r - valves failed to close due to stuck(燃油速闭阀故障,缺陷依据是S74/CII-2/R54)
10) (韩国PSCO) jacketed f.o high pressure pipe of M/E - sleeves and leakage drain lines detached(主机燃油高压套管和泄放管断开。缺陷依据:S74-11/CII-2/R15.2.9)
11)cracking- bulkhead between no.2 c/h and NO.3 F.O TK / NO.2 C/H AND NO.2 WB found cracked and tepmporary welded(仓壁断裂,存在补焊痕迹。缺陷依据:S74P88/CI/R11)
12)(韩国PSCO)emergency generator - failed to supply electricity from generator to ESBD (emergency generator control board)(应急发电机不能向应急配电板供电。缺陷依据:S74/CII-1/R43)
13))(日本PSCO)emergency fire pump - unable enough suction and discharge(应急消防泵故障。缺陷依据:SOLAS CII-2, R.10)
14)(日本PSCO)fire damper of e/r (s) ventilation on compass deck - unable to close(罗经甲板上的机舱通风机防火挡板不能关闭。缺陷依据:SOLAS Ch. II-2, R.5.2)
15)(日本PSCO)service period of on board crew has exceeded 11 months without risk assessment for fatigue (C/E has been on board 15 months) (the same deficiency was pointed out on 30-11-2020 at yokohama and not rectified completely by 20-01-2021)(船员超期服役)
16)(日本PSCO)mast head light – not working as follows; (1) fore mast head light was not lighting, (2) aft mast head light was not complied with colreg (stern light type was fitted to the position)桅灯和尾灯搞错了,参考:两个字、一盏灯、净惹祸!
17)(日本PSCO)bulkhead between space containing emergency fire pump and engine room is required A-60 class fire insulation - not insulated, only steel plate (A-0 Class)(舵机间内安装有应急消防泵,二者之间的防火等级应该是A60,现在仅仅是A0,验船师责任。缺陷依据是:SOLAS C.II-2. R.10.2.2.3)
18)(日本PSCO)service period of on board crew has exceed 19 months without risk assessment for fatigue (Master And AB2). Company didn't take necessary measure accordance with flag state circular.(船长和AB超期服役至19个月,公司没有按照船旗国的要求采取任何措施)
19)(澳大利亚PSCO)Fire Main Isolation Valve Defective(隔离阀故障,缺陷依据:SOLAS/CII-2/R10)
20)(澳大利亚PSCO)all three engine room fire dampers defective.(机舱通风机挡板故障)
21)(澳大利亚PSCO)No1 Stbd Aft, No6 Forward Port And Stbd Ballast Tank Air Vents Defective(压载水透气帽自闭装置故障)
22)ship’s crew are not familiar with the handling and discharge requirements documented in the garbage management plan, leading to illegal discharge of garbage into the sea where prohibited by MARPOL Annex V(船员不熟悉垃圾管理计划,不知道如何排放垃圾)
23)(葡萄牙里斯本PSCO)
A.Fire Main Control Panel(驾驶台)和Repeater(机舱)Fault Alarm
B. E/R上部烟熏,M/E Exhaust Duct及汽缸头上存在大量的尾气泄漏痕迹,DO净化器故障,M/E燃油泵泄露,M/E Main Cooler Sensor故障
24)(日本横滨PSCO)- 船员消防演习不熟练; 管理人员对自己的职务及责任不熟悉
