1.07126 - Oil accumulation in engineroom
Excessive oil found in three separate buckets underneaththe heavy fuel oil purifiers and pooled around thebuckets. Several spots surrounding the heavy fuel oilpurifiers found with soiled insulation. Excessive oilfound pooled in spots on the main engine fuel pumpslocated on the second deck starboard side of the engineroom. Excessive oil was also beneath generators numberone and number three.(机舱许多部位发现污油,分油机下部,分油机包裹管线,1号和3号发电机下部)
2.07110 - Fire fighting equipment andappliances
Out of 10 high pressure CO2 bottles that werechecked, 02 were found empty and 08 were foundpartially empty.(CO2系统,10个储存钢瓶中,2号是空的,8号不足)
3.07110 - Fire fighting equipment andappliances
Vesselhas 69 portable fire extinguishers on board that havenot received their annul inspections. Order was made toreplace all 69. however only 14 were replaced, 55extinguishers remain outstanding for their annualinspections.(船上配备了69个手提灭火器,没有一个进行了年检,尽管做了订购计划,但是仅仅购买了14个,55个灭火器过期了。)
这三个缺陷很无语!
第一个缺陷属于是船上管理问题,船员懒,油多,清理,维修,更换,实在没多少技术含量的事情!
第二/第三个缺陷,应该是一个意外,公司消防设备需要年检或称重等,第三方检验公司诚信不足,船员监督不到位,在进行换证检验时,尽管有的钢瓶已经没有了药剂(货轮一般换证和中间检验时进行检验,低于90%需要重新充注),手提灭火器没有换新或者年检,依然签发了合格证明,RO估计也是以此为依据签发了设备安全证书,自然被追究了责任。
知名管理公司,知名RO,因为这么一个小缺陷被追究责任,是不是感觉很亏呢?换证检验岂能儿戏,痛了吧!
