2018第一枪：关注货舱相关滞留缺陷
近日，各PSC当局加强了货舱舱盖的检查，与此相关的缺陷，大批出现（the securing devices of cargo hold hatch covers and hatch coamings (seizing/damage/missing cleats, damage/wastage of cleat crutches (saddles), etc.))PSCO不仅检查舱盖及其密封的情况还要检查关闭装置的状态。一旦发现相关缺陷将被记录，而且此类缺陷很多被认为可滞留缺陷(与SMS体系执行情况联系在一起)。（ Further, there is a possibility that the deficiency might lead to grounds for detention due to a judgement of a lack of SMS implementation.)本期选取的缺陷，是2017年12月份，各主要PSC当局开具的相应缺陷，不难发现，滞留缺陷占据了很大一部分比例。因此，提醒相关方加强舱盖关闭装置的强检查，加强维护保养。如下图：
