这是一个挺小挺小挺小的缺陷……我看懂了!
11月6日,日本船级社NK发布了一则PSC迎检通告,在这则通告里,NK提醒所检船队,近期,中国PSCO经常开具燃油测量管自闭装置检测旋塞故障类的缺陷。
这类缺陷的一般表述是:
1.A small-diameter self-closing cock is not fitted at the top end of sounding pipes for tanks containing fuel oil that terminate in the engine room.
2.The f.o.overflow tk,waste oil tk ,bilge holding tk,oil draining tk sounding pipe holed due to the self-closing control cock missing.
这个缺陷有些偏,PSCReady(微信公众号:PSCReady)查了下公约依据,公约依据位于:SOLAS1989修正案第II章第R15.2.6.1.3:
Safe and efficient means of ascertaining the amount of oil fuel contained in any oil fuel tank shall be provided:
……termination of sounding pipes are fitted with self-closing blanking devices and with a small-diameter self-closing control cock located below the blanking device for the purpose of ascertaining before the blanking device is opened that oil fuel is not present. Provision shall be made so as to ensure that any spillage of oil fuel through the control cock involves no ignition hazard.(燃油测深管终端装有自闭式关断装置,在该装置下面设有一个小直径的自闭式控制旋塞,用于确定该关断装置打开前没有燃油的存在。应采取措施确保从控制旋塞溢出的燃油没有着火危险)
该修正案适用于1992年2月1日及以后安放骨的船舶。
这一条是不是适用于滑油柜测量管呢?
不需要!
在这一章的第3条的滑油布置中,要求滑油的测量管设在机舱,并且装有适当的关闭装置,则本条之2.6.1.1和2.6.1.3的要求不必适用。
这一条是不是适用于水舱呢?
自然更不需要了!
日本船级社在通告中做了举例,比如:燃油沉淀柜、渣柜、泄放柜、溢流柜等(F.O. sludge tank,Drain tank containing fuel oil,F.O. drain tank,F.O. overflow tank),都是和燃油有关的。
